I know you have the same thread under confirmed solution but the result wasn't confirmed they got it working in 1680x1050 Res. Also the program UniWS Patcher says it supports Simcity 4 but nothing about Rush Hour which people have been having problems with widescreen in.

Here is the command for your shortcut :
"C:Program FilesMaxisSimCity 4AppsSimCity 4.exe" -CustomResolution:enabled -r1680x1050
