Its all over the internet. You'll find people complaining about it everywhere. I read the explaination somewhere, but can't find it at the moment. It was something about drivers automatically rendering some frames ahead when Vsync is enabled and thus giving a delay. Since I'm not sensitive to input lag that much, I haven't bothered reading too much about it for myself, so I paid attention only for community sake and those that are sensitive to it. :)
One remedy that helped at least Nvidia users have been to reduce the frames to render ahead in the Nvidia CPL.
As Frag maniac mentioned, using Vsync has different impact on games, so not every game benifits from it. This you'll see as you go along.
Tearing is a common problem and also that games gets choppy when overfed frames. Many uses alternative programs as well to remedy this, here's one popular:

That one is used if your monitor can handle refresh rates thats below 60 in cases where Vsync otherwise would cap your framerate to 30 due to low average.
You also have the D3D overrider included in rivatool and there are options for tripple buffering and overriding in ATI tray tools as well.
