FPS limiter has been added to a future Nvidia driver
According to ManuelG (from Nvidia's techincal support over at nvidia forums) in a response to thread "FPS limiter included in the driver petition":

For those that are not familiar with using FPS limiter, here is a link to another version with explanation as to what it does and what its good for.
In short, FPS limitation is used when your frame rate is so high that it causes artifacts like stuttering or tearing in your image. Unlike Vsync, which synchronizes the frame rate to your vertical refresh rate which can cause its own problems, FPS limiter just caps it.
